UK Councils Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a recent survey of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK reported that six out of ten of councils are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of public land and land to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a high proportion of authorities seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and using savings to manage growing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in southeast England said its asset disposal plan included the disposal of a retail complex in a local town and a social club in Rochester to raise £20m over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Increases and Wider Financial Strains

This research of councils in the coalition, which includes several urban centers, also found that more than 70% of councils will have to increase council taxes next spring to address the growing cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to achieve both better provisions and financial savings,” stated Vince Maple.

He added: “We face demographic pressures which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

Research of regional authorities recently also found council budgets being stretched by the growing number of young people and adults needing Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Government officials have put off planned reforms to the Send system until next year after a white paper setting out those changes was recently delayed.

Disadvantage and Funding Shortfalls

According to the latest deprivation measures (IMD) for UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest IMD measures,” said the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The data highlights the extent of challenges confronting municipal officials across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that accounts for and responds to the actual extent of disadvantage and demand,” stated a council leader.

“Without this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the study found.
